Abstract
The social inequality in access to qualitative high education in many respects is connected with irregular development of the regions in Russia. Two largest cities of the country and nearby areas concentrate 1/4 of all Russian infrastructures ensuring the access of the youth to high education. Approximately 1/8 of all young people, mainly living in the same regions, can enter high schools situated in the capital. Besides that, the quality of education at metropolitan universities is much higher than in regional universities. The regional high schools have weaker connections with the scientifi c sphere, therefore they often give less qualitative education than metropolitan high schools. The main way of the decision of this problem is the decentralization of science development in Russia.
