Abstract
This paper considers the reasons for increasing interest of Russian leaders to the improvementof investment climate. It shows that such changes in economic policy are connected not only withdecline in natural rent. They refl ect also search of ruling coalition for a new social base represented bysuccessful middle-sized business. These new trends can be explained in terms of limited access orderconcept developed by North, Wallis and Weingast.
